Donald H. Lipson, an attorney with Norris McLaughlin & Marcus PA in Allentown, was honored for 40 years of service as solicitor of the borough of Fountain Hill with a proclamation and commendation.

Lipson focuses on municipal law and health care law, providing legal services to municipalities and applicants in municipal matters including zoning and planning issues.

Besides his service as Fountain Hill solicitor, Lipson serves as solicitor to Weisenberg Township, assistant solicitor of Lehigh County and solicitor to the Whitehall Township tax appeals board and building code board of appeals.

Valerie A. Lusardi and Nancy O. Ott have received promotions at IRCO Community Federal Credit Union in Phillipsburg.

Lusardi was named assistant vice president/accounting manager. She is a graduate of Somerset Community College and has been employed with IRCO for 31 years.

Ott has been named operations manager. She holds a degree in marketing from DeSales University and has been with IRCO for six years.

Dr. Ibrahim Mian, Dr. Xequiel Hernandez, Dr. Twinkle Nagpal and Dr. Diana Pallin have joined St. Luke’s University Health Network as primary care physicians.

Mian will serve at St. Luke’s Family Medicine — Anderson in Bethlehem Township, Pa. He is a board-certified family medicine physician.

Mian earned a medical degree from Bowman Gray School of Medicine at Wake Forest University and completed his family medicine residency at Abington Memorial Hospital.

Hernandez will serve at St. Luke’s Family Practice — Palmer in Palmer Township. He specializes in sports and team medicine, weight management and health education.

Hernandez earned a medical degree from UMDNJ Robert Wood Johnson Medical School and completed his residency in family medicine at Hunterdon Medical Center.

Nagpal will serve at St. Luke’s Warren Palmer Family Practice in Palmer Township.

Nagpal earned a medical degree from Kasturba Medical College in India and completed her family medicine residency at St. Luke’s University Hospital in Fountain Hill.

Pallin will serve at St. Luke’s Riverside Internal Medicine in Bethlehem Township, Pa. She specializes in preventative health and comprehensive care for chronic conditions for patients ages 12 and older.

Pallin earned a medical degree from Iuliu Hatieganu University of Medicine in Romania and completed her internal medicine residency at New Hanover Regional Medical Center in Wilmington, N.C.

Dr. John Kintzer, of Bethlehem, medical director of pulmonary rehabilitation of St. Luke’s University Health Network, has been awarded the Herbert C. Waxman Award by the Pennsylvania Chapter of the American College of Physicians. The award recognizes the most effective and committed internist in Pennsylvania serving on the voluntary faculty at a teaching hospital or medical school.

Kintzer is a clinical assistant professor of medicine at Temple University and clinical instructor at the Medical School of Temple at St. Luke’s University Hospital in Fountain Hill. He has been a faculty member at St. Luke’s Hospital since 1978, where he has trained more than 240 pulmonology and critical care medical residents. He is a past recipient of the St. Luke’s William D. Reppert Teaching Award for excellence and dedication in teaching medical residents.

Robert Willever, founder and president of Willever Wealth Management in Easton, has been named council liaison to the East Stroudsburg University Foundation board of directors. As liaison he will represent the council at foundation board meetings and serve as a council spokesman.

Willever is a 1975 graduate of East Stroudsburg University and has served on the university’s council of trustees since 1996, where he serves as chairman of the finance and administration committee and as a member of the development committee.
