Ross Township zoning codes enforcement officer among victims in shooting, official says

Fleetwood died at 8:25 p.m. Monday at St. Luke's University Hospital in Fountain Hill.

The three victims killed in the municipal building shooting Monday night in Ross Township, Monroe County, have been identified.

David Fleetwood, 62, of the 100 block of Cress Drive in the township, was among the victims, according to Lehigh County Coroner Scott Grim.

Fleetwood, a zoning codes enforcement officer with Ross Township, died at 8:25 p.m. Monday at St. Luke’s University Hospital in Fountain Hill, according to a statement from Grim. The coroner ruled the death a homicide caused by a gunshot wound to the body, the statement says.

Monroe County Coroner Bob Allen in a separate announcement this morning identified the other two victims as James V. LaGuardia, 64, and Gerard J. Kozic, 53, both of Saylorsburg, Pa. They died at the scene of the shooting, Allen said.

Grim noted the incident occurred about 7:20 p.m. at the municipal building.

An autopsy on Fleetwood is scheduled for Wednesday, Grim said.

Pete Scarfaro Sr., a Ross Township resident who served on the planning commission, said Fleetwood was a top-notch zoning officer.

"He was one of the best we ever had," Scarfaro said. "He got along with people. I mean, he did his job but he was always smiling. I was shocked when I heard about him."

Information about the other two victims was not immediately available, but officials said they attended Monday night's meeting as citizens and were not there in any official capacity.

State police say about 15 to 18 residents and town officials were at the Ross Township meeting Monday night when the gunfire erupted.

Authorities say the gunman, 59-year-old Rockne Newell, was tackled to the ground by two people and was shot with his own gun. He was treated at a hospital for a gunshot wound to the leg.

Allen said the scene was an especially difficult one.

"I've been coroner for 22 years. It's never an easy thing," he said. "But you do what you have to do."
