Only the two E-ZPass Express lanes will be open at the toll plaza in Williams Township, but drivers without an E-ZPass will not face a fine, according to a commission spokesman.

Authorities this afternoon are reopening Interstate 78 West in Warren County after a fatal crash this morning at the toll plaza in Pennsylvania, according to the Delaware River Joint Toll Bridge Commission.

While all westbound lanes are reopening, only the two E-ZPass Express lanes will be open at the toll plaza in Williams Township, commission spokesman Joe Donnelly said a little after the westbound lanes reopened just before 3 p.m.

Drivers without E-ZPass will not face a violation, Donnelly said.

"They should keep going," he said, referring to non-E-ZPass drivers in the Express, or Open Road Tolling, lanes, which allow E-ZPass users to pay tolls at highway speeds though a system of cameras. "We are recording but we will not be charging violations or recording violations.

"And then we'll look into collecting the tolls via mailing, possibly through license plate capture."

Donnelly said violations would resume once the dual cash/E-ZPass lanes reopen, but that is not expected to happen until tonight.

"Our goal right now is to get the toll plaza back online sometime this evening," Donnelly said about 3:15 p.m. "The accident investigation is still not over."

Donnelly noted that delays are still likely, as I-78 West goes from three lanes to two E-ZPass Express lanes.

Westbound I-78 traffic has been diverted in Warren County at Exit 3 since the crash just before 8 a.m.

New Jersey State Police said there are no alternative routes being suggested.

The New Jersey Department of Transportation was reporting westbound delays stretching back to the area near Union Township in Hunterdon County.

Reporter Matthew Bultman contributed to this report.
