The Environmental Protection Agency alleged Hess modified its Port Reading facility without obtaining pre-construction permits and installing required pollution control equipment.
The U.S. Justice Department says the controls required by the settlement are estimated to reduce emissions of nitrogen oxide and result in additional reductions of volatile organic compounds.
